Subject: prepared baits for ski's

I've wondered as I look into our creek here in IN.....Does anyone ever prepare say, a 10" sucker to skitter on the surface (quick strike of course!) for a finicky follower? I've thought of preparing baits for here in IN and MN but never hear anyone using "Prepared" baits in this way. Maybe I'm missing something obvious but at $10-$15 a pop, live bait just doesn't rank high on my financial priority list...What do you all think? Thnx!
