I'm looking for a clear coat to cover a chrome Shallow Raider to prevent the chrome from falling off. Something that will keep the shine & flash without being thick enough to change the lure's action.

Spray clear, good coat of automotive or dick nite's, is best for what you need. Stan durst could probably do that quick for you.

Providing the lure was clean before they chromed it in the first place than a good two part auto poly spray will help a lot. The stuff I use is around $145.00 a gallon but well worth it.
