It's an older lure I have no idea what the bait is I have never seen one like it before

It not a Lee Chopper. Its not old unless the guy placed the shrink wrap on the rear hook.

Reason is not a Lee's Lure Chopper. The Chopper has a thru wire going through the body. The rear tail is painted. Lee's are stainless and he doesn't paint them (and it won't stick if he did). Also the chopper nose is more rounded.

I'm guessing the lack of guesses is due to the fact there there have been many lures of this style over the years.

 My guess is... a Stomper.

Doesnt look like a Stomper, but would tend think its a custom from someone like Rylure
