Temps were 46-48, depending on the lake, as of yesterday. Bigger lake we fished w/ ciscoes did not have them stacking up off spawning grounds yet (it was 48 deg).

Do you guys find more spawning ciscos on gravel shorelines or rock bars surrounded by deep water?

Sand shores or shallow sand bars over everything else. From my experience they don't care for rubble, larger gravel, rocks, muck, or even sand bottoms with debris. They like it clean.

I am sure it differes from lake to lake though, and chains can add a whole different dynamic into it.
