I am looking for a short jerk bait rod, something under. 6ft and under $100. Not sure how much I will use it so want too keep this one cheap.

Any ideas?

I am looking at the Ugly Sticks online and thinking I might cut between 6 and 9 inches off of a 6 footer. Any ideas how this will work?

Under 6'? Dude you're going against the trend. More seriously, a few years ago I bought a 6'3" IM6 Guide Series Muskie rod from Gander Mountain for $29.95. The usual price for this rod at that time would be $49.95. The store had a $20 off sale going on. The rod was rated for lines 14 to 40 lbs. and works for me as a jerk bait rod. Go look.

I got a 6'3" Browning Medallion rod from BPS a couple of years ago and it works great as a jerkbait rod. IMO, the longer rods are well suited for just about everything else but WTD lures. I was using my 7'6" rod for jerks and recently started using my 6'3" again and I could hardly believe how much easier it was.
Gander Mt rods are good rods for the price - can't go wrong. I'd stay away from the ugly stick and definitely would not cut anything off of a new rod.

Oh, forgot to mention, the Browning rod was only $59.

Check gander, cabelas, or BPS.

Put a Want To Buy ad in the Buy/Sell forum. You'll have plenty of good rods to choose from. Lots of people are looking to get rid of their shorter rods.
