Does anyone make a camera tripod that attachs/wraps around to a casting seat? I fish out of a smaller boat and I'm afraid a regular tripod might tip over if it's rough out.

Targus Grypton. It's a flexible tripod that you can bend and shape in whatever way you want. The legs can literally be wrapped around whatever it is you choose. The mount is sturdy enough for a simple point 'n shoot or a fancy DSLR.

I know it is not what you asked about , but walmart sells a tripod, pretty good one. For 13$, at that price you can make it to fit your needs. Just a thought
