Subject: How do you set up a tournament?

What steps do you have to take to organize a muskie tournament? How do you get a permit? Does it cost anything? Do you need insurance? We are not looking to pocket any money for the tournament but would like to have 90 percent of the entry fees go towards payout and the other 10 percent towards judge boats and advertising. We are not looking to step on any large tournaments toes. Only run a couple tournaments in our own state.
