Does anyone know if muskies spawn in that tea-stained water that is seen in small marshy bays ?

Muskies spawn exceptionally well in tannic stained water, provided the pH isn't inhabitably low (very rarely is when connected to a main body of water). If the specific bay you are discussing has other issues (i.e. siltation, muck bottom, etc) then there could be a problem, but the tannins themselves will in no way hinder spawning success.
