I have a Hi Fin teaser tail that leaks. The tail piece is made of plastic and when it fills up with water it won't rotate. Is there a fix for this?

I had a leaker, and I fixed it by using 2 part epoxy and smearing it all around the blade and seam. Wipe off as much of the excess as possible and let it dry.

Epoxy will seal it up well. Foar a quick fix, carry some clear nail polish in the tackle box, that works as a sealant for quite awhile on frayed guide wraps, lures, and much more.
