Do you want to glue it down such that you can never get it back up?

Any construction adhesive I've used loctite power grab general purpose a few times. I was very happy. Getting a big thing of carpet glue doesn't make sense for a small area.

Buy a small jar of contact adhesive. Use a small foam paint brush and coat the boat surface and the backside of the carpet, let it "tack up" and lay it down. It'll hold well, and you shouldn't have any issues. The best part is it drys fast and you should be go to go!
