I recently bought a 08 mercury 60hp efi 4 stroke and took it out for the first time Sunday. At WOT it takes about 35-45 sec to plane and reaches a max speed of 21mph and 5100rpm. It's on a 16' smokercraft pro angler xl. Prop pitch is 13. Gas is from last season the owner said but stabil was put in the tank. My friend has the same boat and motor and he gets up on plane in 5 seconds and hits 37mph and 6000rpm. What could be the issue with mine?

Too much gear and anchors in the front of the boat?

Not really 3 batteries, I've been told I need to go down a few pitches on the prop. And some people say outboard issue. It starts and runs fine. Just takes long to plane and dosent hit it's max speed or rpm.

What prop is your friend using? Try his prop see if it gets better check and see if your motor is mounted in the same holes as his one last thing make sure your boat is not taking on any water!

His boats at a marina a ways away from me and he's unsure of the propping specs. I'll check for water

Maybe try temporarily swapping your prop with your buddy's (since they're the "same boat and motor"), and that'll eliminate a potentially expensive prop purchase that might not fix the problem)?
