VHS (my post above) was the three letters that caused the panic. "Fear of the year" was a combination of VHS and extensive harvest of muskies in Green Bay, therefore leading to the submission of the following:

"Emergency Moratorium Request Made to the Wisconsin Natural Resources Board on Behalf of the Green Bay Muskellunge Fishery"
