http://www.minneapolisparks.org/default.asp?PageID=52&prid=1986&Sea... Last year they were not LOCKED only chained and it could be removed. Guess I will be purchasing a large bolt cutter on my way home. If you think this won't happen all over MN I suggest you pull your head out of the sand. It is ON ladies and gents!!!!

Location: Minneapolis | Doing so will make the rest of us look bad. I think a large group of MPLS fisherman demonstrating why they don't like the way inspections are run would be more effective... Edited by TC MUSKIE 5/7/2013 12:34 PM

TC MUSKIE, I am all ears. I am also not to worried about looking bad. The absolute gall of Minneapolis thinking they can take state money to develop those accesses and then put up locks is beyond infuriating.

The absolute gall of Minneapolis thinking they can take state money to develop those accesses and then put up locks is beyond infuriating. --- RIGHT!! I agree with you that it is very infuriating. We all think this is ludacris, not just you. The concern on AIS is very real and should be, but I think a lot of these lake associations are blowing it way out of porpotion. Heres the thing though, I don't care if "you" look bad either, but I do care if musky anglers/fisherman as a whole look bad because one guy stopped caring... That's really not the way to go about doing this. One man is not going to take down a City by cutting a lock or two. Just make sure you're thinking of your fellow fisherman when you decide to do whatever it is you do. They will use stuff like that against the rest of us. so make sure your thinking with a clear mind before you start breaking into city parks... REGARDLESS of how rediculous thier rules are in the first place.

Here is another person to contact about the absurdity of locking Minneapolis Lakes. Minneapolis AIS Program Administrator Becca Dalen 612-313-7785

Posts: 1169 Location: New Hope MN | From supplied link's FAQ "Watercraft users requiring the public boat launch to exit the lakes will be responsible to exit before the boat launch closes at 10 pm. Watercraft users who choose to remain on the lake after 10 pm will be responsible for securing their watercraft and removing it when the public launch reopens."

Location: Minneapolis | Just read the FAQ...Sounds like you have to be off the lake before 10, otherwise you're S.O.L. until 6 am. I'm a little disappointed that this is the result of the review of their policies towards AIS in the past six months. Has anyone confirmed that there are actually locks on the launches? I won't be home in a couple weeks.

Location: Minneapolis | I have been pretty attentive to this issue in the past year and spend a lot of time in and around these lakes. From what I observed, the inspections seemed really fast and not very thorough. The inspections involved making sure the livewell was drained and looking at the prop for weeds. Lasted less than a minute. I'm not an expert, but it seems like a lot of things could be missed and seems pointless if every single inspection isn't thorough enough to actually make a difference. But maybe this is the right way to do it. Maybe someone with more experience can comment... This is all just speculation.

TC Muskie, I stopped at the Calhoun launch today and talked to the AIS inspector and looked at the chain. Yes, there was a lock on both side posts across the launch. The launch was of course open at 2pm but locks were there. They of course disregarded all angler concerns and were he!! bent on putting up locks to control angler access. I guess the political climate in Minneapolis being what it is I am not at all surprised.

Let's do this!!!! An old-fashioned "Fish-In" Lennon and Yoko style! We could get some media coverage and do it just after the Metro tourney and Libby event to maximize participation!

Can't tell if you are serious Ben but wife wo doesn't even fish suggested the same thing. Sadly this coming to Tonka and I am afraid there is no stopping it. Shawn K. Knows all about it and I would love to hear if he has any Tonka access updates.

Posts: 16632 Location: The desert | As an AIS biologist I really feel for you guys on this issue. The goal should not be to alienate the boating public (anglers, jet skiers, pleasure boaters). Out here in Utah we have one reservoir that we close and lock a gate on, however the water body is owned by a water conservancy district. They could completely restrict access if they so pleased but this way we are able to still allow boating on said reservoir. Lake Powell also closes its ramps but it is Federaly managed so they can do pretty much whatever. At any rate, it seems this is a Minneapolis Park and Rec requirement and not tied to the DNR? Please correct me if that is incorrect. If indeed it is a seperate entity perhaps boaters can push for support from the DNR to find another solution (which may not be feasible for the 2013 season). As an AIS biologist I understand that inspections, decontaminations etc are an inconvenience to you as boaters, but what we should be striving for is a middle ground/partnership between boaters. I don't know enough about MN's program but I do support boaters rights to access. I likely cannot be a ton of help but if anyone wants advice feel free to PM me.

Is there any chance that someone could file suit on behalf of the public to ensure access 24 hours a day on the metro lakes that used state money to build the boat launches. If that is not an option bring the bolt cutters. I will, no doubt. Phone calls, letters, public meetings seem to have not one ounce of influence with the park board. They just simply do what they want. For those that use the lakes it's time to take a stance.

Location: Sawyer County, WI | I know it's more a matter of principle, but is night fishing on Calhoun and Harriet really worth getting your boxers in a twist ? As for day fishing those lakes, dodging sailboats and windsurfers with an electric trolling motor doesn't sound like a great deal of fun to me either. Certainly there must be better options, even if you stay in the metro area.

Certainly there must be better options, even if you stay in the metro area. I know that it does not seem like the most appealing fishery, but does that really matter? I think the issue here is that one group decided to assert themselves and their ideals above everyone else when it comes to the usage and access of a PUBLIC resource.

Posts: 752 | For what its worth... legally you have to be off the lake by 10:00 PM anyway; that has been Minneapolis law for ever and a day. Its the same reason the parkways are posted "NO PARKING" during the same off hours. The tactics are a bit over the top but plenty of what they are asking is no diferent than it has always been they are just putting in a mechnism to enforce it... If you don't like go fish elsewhere... Edited by Mojo1269 5/8/2013 11:10 AM

Posts: 130 Location: Duluth, MN | Does the city actually own the body of water? If not, I don't see any way they could legally enforce a city ordinance to be off it by 10.

Posts: 752 | For all intents are purposes they do...no different then a park..they get to set the rules...Outside of 7 houses on Cedar Lake there is no "waterfront" property on any of the city lakes and technially the 7 on Cedar do not own the 10 feet that lead into the water on both the lake and the canal. The lakes are part of a greater parks property owned and regulated by the city.. I am not saying I agree with the rules I am just staing the facts...

If you don't like go fish elsewhere... Incorrect, the water is owned by everyone. The city owns the land AROUND it, and can dictate access to their boat launch, but the lake is everyone's. If they wrote you a ticket you could VERY easily get out of it in court. As far as tonka is concerned, there hasn't been any gate talk as of late (not like this anyway). Don't turn your back on it, but for the time being we're not looking at Christmas Lake type of enforcement. -Side note, ZM's are and have been in X-mas for a few years now (in very small numbers from my sources). The powers that be don't want to hear it and would rather push their "get off my lake" agenda.

Posts: 752 | Don't shoot the messenger I am just relaying the rules. Generally the park police could care less as long as you are minding your P's & Q's but the larger hassle is where to dump your trailer since almost all nearby parking is restricted after 10:00. I spent the better part of the mid-late 90's early 2000's sleeping on a sail boat on Harriet and carousing with friends etc most weekends and many week nights (ahh the good old days) so i am pretty in tune with what you can and can't get away with... Could you fight the ticket if you got one sure; if you have the time...Proving that point seems much larger of a hassle than its worth in terms of time to make it...

Posts: 3147 | Yeah but look at the Bright side!!!!!!!!!! this year they are looking at serving Beer & Wine at the Harriet concession,,,that will up the attendence at the concerts at the Bandshell and now make it even harder to park Actually I spent part of the day at Harriet after our TC chapter vets home openner this past saturday and the boat landing inspector was there in the big Red "Conservation Partners" van and I also noticed they beefed up the posts and installed the cable with locking rings on both ends also putting in a new locker for their equipment. I asked about the boat launch access and the response I got was that just because there are locks on the chain dosent mean they will be used,Im taking a wait and see this might be all bark and no bite I guess you might gve it a test run to see how it all plays out on walleye openner go catch some eyes harriet is FULL of em and nice size too I was out test netting with the DNR here a couple years ago, theres more then one way to skin a cat if anything invest in a 12ft boat or a fishing kayak and rent a space in the boat/canoe racks and you may have a night fishing spot with no pressure

Posts: 994 Location: Minnesota: where it's tough to be a sportsfan! | Land of 10,000 lakes could become Land of restricted waters. Make no mistake about it that the DNR has been part of the planning on this. Sure the waters belong to the public but the access to the city or the state.... Yet where did the money come from to build the access and add a blacktop and the dock. How far will this mind set go? Well in Europe it is common practice to file for a permit to be able to fish a particular water. In some places there is a fee associated with it. If we sit by quietly while the rights are taken away, we will in fact loose our rights. The more I see from our new MN DNR commissioner the less faith I have in this guy. Which leads to Gov. Dayton who appointed him.
