Here are the rules for this one:

You are looking for a phrase on one of the OutdoorsFIRST Websites. It could be here, on WalleyeFIRST, or on IcefishingFIRST. The Riddler, aptly named by Shep himself, will provide clues to which you will respond ONE post per person per clue until someone nails it, then another clue will be provided. The answer to any one clue might be a single word, idea, or concept, and may NOT be ANYWHERE on any OutdoorsFIRST site. All the answers together will lead you to the Prize.

Location: Rhinelander, Wisconsin		Theedz is correct so where is the Riddler pointing, a ticket and an officer are just a little a bit disjointing. What the Riddler is searching for with this reference to Theedz is more of a state of mind, you should guess it with ease!
