Okay here's my strange answer for an offbeat clue/riddle/puzzle thing that is addictive yet frustrating and confusing...

HAT

on page 25 Betsy is wearing a HAT. There's a HAT HERE in whowHATwHEREwhenhowandwhy. Both HAT's are in plain sight.

Betsy, as I have guessed to the Riddler before is known as the Lure Doctor...especially doctoring Jakes, Bobbies, and the like.

Page 25 details how she customizes a Bobbie Bait, so how about Betsy Pearson's custom Bobbie Bait?

Besty's Custom Bobbies were perfectly weighted and showed neutral bouyancy. That created the idea behind the DDD, a crank bait with perfect neutral bouyancy?
