Im sure its legal as long you dont shine it in the water... Bluewater LED is the way to go and I definitely will be ordering red LED for my boat... you'd might want to install it where you can turn on/off specific section of the boat... no need for it to be RED all over with one switch... plus, red wont interefere with your night vision as much as other colors would...

Nice color... but problem with blue is that at nighttime, when you turn blue off, it will take a while for your sight to get used to the darkness... Blue is closer to white than red... With red, your sight will need none to minimal adjustment for the darkness... Thats why, with headlamps, they come with white and red...

You might want to check the regulations about having a fixed light shining into the water at night. I believe it is illegal in MN and would be pretty easily spotted.

Blue, green or red do not affect night vision. Blue and Green are probably best. I used green archery hunting. I have blue in the boat now and it is perfectly fine for night vision.

So a black light on the outside of the gunnel is a no go?

From the MN fishing regulations:

"Using an artificial light to lure or attract fish is unlawful. Exception: While
angling, a person may affix to the end of a fishing line a lighted artificial bait
with hooks attached."

It seems like it'd be at the CO's discretion as to whether your black light is there to attract fish. I undrestand why you would want to have the light to be able to see your bait coming in, but a red LED headlight would accomplish the same without being affixed to your boat.
