That bait was supposed to be the "Big Fish Glider" but they couldn't get it to work right. So it became the dying fish in an attempt to recoup their investment. There are a lot of better topwaters out there.

Mine has hooks and spilt rings removed and has been added to the bathtub toys for my 2 boys. That is the best use I can think of for them.
