| You would want to either use fine sand paper, 220 grit works well, or a coarse steel wool, scuff the lure up well, wipe it down with a paint thinner, nothing to strong though, or it will eat the exhisting paint you are painting over, use a white base coat if you want your colors to be bold, and for my money, I'd use a solvant base paint, however I've heard some of the water based stuff is pretty durable, I just use solvant based paints because I'm used to them, and they work well and are very durable, as for the clear coat, their are many to choose from, epoxy based, laquer base, urathane base,ect....
