115 4stroke will run 36-38 consistently. I had one for 3 years and I touched 40 once. Tried 3 different props and moved the motor up two holes but 36-38 is the magic number. That motor pushes the boat well, and as long as it's just two guys and gear I never had any issues. A couple fall trips I tried 4 and we ran into a little more problems trying to get on plane but we figured it out. The 115 is not underpowered, but if you can afford a 150 in sure you won't regret it.
