Has anyone trid to make a split grip from a full grip rod?

I was thinking I could carefully remove the cork down to the blank with a rasp and sand paper leaving the but end and the handle. Maybe wrap some decorative thread where the cork meets the shaft and finish up the bare shaft with some epoxy.

Yep, it can be done pretty easily. Just make sure that you don't damage the blank!!! If you cut into the blank fibers, you could end up ruining the rod. Take your time! You can use a utility knife to cut off the cork and a razor blade held at 90 degrees to the blank to scrape off the residual epoxy on the blank.
