Hey guys. My father in-law and I were digging through old tackle boxes and came across a bunch of older things. Lots of old lures, etc. But, the thing that stumped us and intrigued me was this. What kind of live bait rig would this have been used for?

I'm guessing frog...

Thanks,
Steve
