My on board charger quit working last fall so need to install a new one. The directions state not to install over vinyl. The place the last one was mounted had the textured vinly marine flooring type stuff behind it and seemed to have no problems. I'd liek to mount the new one in teh same place. Do I need to cut away the vinyl or will it be ok to just mount it like the last one?

I would say put something down over the vinyl (like a board...something that will not melt) and mount it to that. My guess is they don't want the vinyl to melt and somehow become a fire hazard. You could probably remove the vinyl too without issue as well...which will probably be wood underneath it as well.
