A friend gave me an old St. Croix (maybe 8-9 yrs old) MH69GC rod. Trying to figure out what the best application for this rod would be. Looks like maybe a small crank/twitch bait rod. Any thoughts?

Yes...great rod for twitching Husky jerks, 5" Slammers etc. I have some lighter action rods that I put 20lb test mono on bass baitcaster reels. That combo is a mean small spring twitch bait combo.

You can also use it as a sucker rod, I find the softer rods are sometimes better.
