Can someone tell me what the regs are concerning rigs? I know I need to have some kind of a spinner attached but what size etc...

As long as you have some sort of spinner or other attachment that makes the rigged sucker a "lure" you are ok. I believe the reg is 6" or closer to the bait in order to be legal. I have tailgunned a spinner off the back which is similar to the "Herbie Rig". Or, you can simply set up a small spinner blade with some light beads in front of the area where you put the rubber band and you'll be fine. Actually adds a bit of attracting quality to the sucker. Just a pain to have to make sure it's there thats all. Its not as fun to drag meat in MN you can only fish one line.
