I want to make a jerk bait that wobbles side to side. Could I do this by having counter balancing weights like they have in ships? Or is there another way to do this?
All thoughts would be appreciated.

I have a couple 10" unweighted Suicks that wobble side to side when I pause them on the rise, do all my Suicks do that? Hope!
I also have a couple Cobb's Crazy Shad Countdowns that wobble as they sink. Call it luck of the draw when you buy a lure.
You could try some R& D on your lures trying to get them to do different things (shaving lips, sanding bodies, adding weight ECT), and you will ruin some lures. Been there done that. I have lures that will do different things depending on how much water they soak up during the day.
