Trying to figure out if this counts as someone who gets a rod to use for sucker fishing in MN or Canada?

If I was in MN or Canada where only 1 line per angler is permitted.......and I wanted to use a second line with a sucker, I would attach the rod holder below the gunnel of the boat, so it couldn't be spotted from a distance. But that is just me.
