Keeping in the theme of questions regarding drag settings, how should drag be set when row trolling? I am assuming it should not be locked down, but still has to be tight enough to set the hook. Any pointers?

I 've never row trolled so my advice is worth what it costs. I would lock it down so the hooks can be set with a couple of good sweeps of the oars. Even when locked down most drags will give line to a decent fish.
