If you can not get to the inside to fix the rivets then drilling them out and putting aluminum blind closed end rivets back in place of the leaker is it. Some guys use products like gluvit and other epoxy based stuff for a quick fix if you don't have but a few leaking. That may last until you get more time to evaluate your problem.

In all the aluminum boat restorations I've watched over the years on the internet, everyone seals their aluminum boat with Gluvit. People swear by it. The prep work you put around the leaky area is gonna make it stop leaking forever, or will cause the Gluvit to fail. How clean you get the area, and how well you pre-treat the area before applying Gluvit will dictate your success.

Buy a glass boat?

First try to reset(rebuck) the rivet. If you can get to it, use a HEAVY piece of iron to back it up. If you can't do that, then Gluvit works if prepped properly, as mentioned above.
