What type of lures are you planning on starting with? This will help narrow the scope of responses. This group is great at providing helpful Info.
Best of luck....welcome to the madness

A lot can be done without expensive or fancy equipment. These are some of the items I think are important, I'm sure others will jump in with there own items.
A band saw, sander, router, and drill press will go a long way. As you advance a lathe can be very useful and a dremel tool is very helpful. get some plumbers putty and sanding sponges and set up a clean area away from dust for painting and epoxy coating. If you plan on using an airbrush, you will need a compressor and depending on the hose length a couple of moisture traps. A large pickle jar for sealing the wood and you will be on your way.
Best of luck,
MS
