What is better for tigers...tail rotators (straight retrieve) or walk the dog?

I live across the street from a lake with tigers and it's very shallow. The question about why some lakes have a topwater bite and others don't got me thinking. Then, the idea that shallow lakes will have a better topwater bite got me to this question.

So, what do you think?

Location: Lake "y" cause lake"x" got over fished
I would try both for a few hours a piece and let the fish tell you what they want.
