I have a walk the dog type lure with a signature under the tail by the name of "Joe Frisk". I have no idea whose bait it is, can anyone help me?

This is just a guess but I'm thinking it was made by "Joe Frisk".

Some of Joe's jerkbaits from the earlier 90's stayed very high in the water. Back then we referred to them as "soggy Jackpots".
