Depends on the type of paint you use. In my case, a good non sandable lacquer primer as I use all lacquer paint. It "bites" into the plastic.

i agree 100 percent lacquer primer bites best on plastic. no need to sand

I used to use a self etching automotive primer if I painted a plastic bait which is not too often now days. If you just use Kilz like was stated above it doesn't bite into the plastic or finish and is just asking for it to come off imo. Kilz is cool for walls in your house but I believe there are better options for making baits. If you lay epoxy over the bait and sand it clean you can just paint over that as the scuffs help hold in the paint. Just my $.02. The etching primer is use, is also lacquer based like Stan uses. Don't use an enamel primer if you spray lacquer but I bet most people use water based stuff and I only have limited experience w/ that. You should be able to find etching primer at an automotive paint store and they will have both types of sandable and non-sandable primers. Just one word on those- they stink bad!
