What Is the best stuff to fix a cracked hull?

You will need to fix that from the inside. Cut an acess hole in the floor, and use some acetone to clean the area very well. Rough it up with coarse grit sandpaper, and lay several layers of fiberglass over the break making sure all the air is rolled out from under the glass mat. Overlap the area by at least 6". Do one layer at a time, use mat instead of cloth. The get some gel coat to fix the outside crack.

Going from the inside is my only option? Does that two part marine tex work?

No, use fiberglass mat as I described above and catalyzed polyester resin. It's not hard, just messy, and will work well.
Patching the bad area from the outside won't work.
