Louder baits, bright colors on sunny days, black lures on cloudy days, and one more figure 8 than you usually do...at least. Work wind swept areas with good chop as much as is possible, and if it calms down in the evening, fish what WAS wind swept.

I have found topwaters to work about as well as any lure in the bloom. Some bloomed lakes it's all you can catch a fish on. I have also found the action to slow if the lake takes a drastic change in water clarity because of the bloom. My preference is to find a lake that is not in a bloom condition.

Ditto to the previous two posts from Steve & Todd.
Another option may be to fish diving cranks as the worst of the bloom may very thin at the top of the water column.

another option if your state allows it is speed troll fast over weeds with loud baits.

Look if the bloom is thicker in some areas compared to others. Fish where the edges of the thick bloom meet with the more moderate bloom as if you were picking apart a hump, rock bar, or point.

I do the opposite of the guy above. On bright sunny days I fish black, dark blue, and brown lures, and on cloudy days I fish brighter lures. I also like to fish top water with a lot of sound. My favorite is the topper stopper.

The biggest Tiger I ever caught was during a big bloom. We fished the wind blown side of the lake where the bloom was blanketing the top inch or so of the water. The bloom didn't bother the fish one bit, who ate a black buck tail with orange blades. In my opinion, when the bloom is thick at the top of the column, it acts as cover and may actually get the fishing moving more than they would have with out the bloom.

Reasoning for the Dark day, dark lure, bright day, bright lure practice:

Which way do Muskies look, all the time?
mostly Up.
What is the background the fish sees most lures against?
The sky. (even in algae laden water)
On a dark day, what makes it 'dark'?
Clouds
What color are clouds?
White/grey
Dark baits contrast nicely with white/grey
On a bright day, what color is the sky from under water?
Dark blue to Violet, with a bloom, very dark violet
Bright colored lures contrast nicely.

That said, black is always going to contrast, so many of my 'bright' lures are a combination of black and bright..
