Just got one in the mail...and the second treble hook had one of the trebles cut off...is that the way they come?

Just seemed kind of weird...

Yes. That hook is designed to clank against the tail, I believe.

Yes the bait is made so that the hook bangs the tail fopr more and different sound. The hook is cut so that it does not grab the tail and foul up your cast. I had one that would grab one of the other points on that treble and foul on the "L" turn. I ended up cutting all the points off and just leaving the hook shaft. Then I increased the front hook size one size to 6/0. This works.
