Are you talking about your tilt/trim ?? If so - In my case it was a bad pump motor.

Sorry guys. The hydraulics are on the trim and tilt. The motor in an '86 150hp Envirude. I have lifted the motor after I loosened the hydralic cap.

A lot of times there is an up relay and a down relay. I had a Cobra on a boat and the up and down relay were in a box with a fuse and you had to replace the whole thing when a relay went bad.
