I am starting a new topic here. First of all, if you are a guide on the Chip Flowage you do NOT need a captain's license (as some already stated). Today I talked to both the Toledo and St. Louis Coast Guard. These are the major exam centers in the United States and they (usually) have the best information. The problem was, the Toledo office was giving out INCORRECT INFORMATION. They were telling people you need a captain's license for all navigable waters in the United States. This is NOT true. The St. Louis office will be discussing this misinformation with top level people in Toledo. The Chippewa River is listed as a federal waterway for only three miles and nowhere near the Chippewa Flowage.

It is infortunate that a major exam center has been giving out incorrect information which has been causing mass confusion in Wisconsin and other states as well. If a water is not listed as a "federal" waterway, no captains license is needed. For further information you can contact the Coast Guard in St. Louis at 314-539-3091. Thank you kap n jim. I did speak directly with a number of fine Coast Guard folks, and many different folks in Hayward. All of them gave me the same information that you posted here.

It just wasn't worth my time to try and argue it with the original poster. Yes, it is a shame that incorrect information was given out. It was quite interesting to hear the replies of the Coast Guard and the Hayward agencies once they stopped laughing hysterically at my question, and realized that I was serious.

Thanks Jim. I didn't want to have to study for an exam. The only time I went to the library at college was when I was trying to find my buddies.

something that was sent to me regarding the chip from the coast guard and corps of engineers.
Coast guard is there only to enforce the laws that are determined by the corps of engineers. Only the Corps can change the laws that they initially wrote.

It appears as though the dissagreement has been settled. Though enforced or not, it looks to me as though there is more water Federally owned than most of us think...I'm curious to see the final words. I hope for the sake of the guides of the Chippewa Flowage they can continue to guide without Captain's Liscense but Mr. Sennet...wouldn't it be a marketing advantage to be one of the few who CAN guide out there. I believe that Sennet's Tackle will be on hold due to a heavy guiding schedule! Good Luck!

The Chippewa flowage is navigable but not considered "federal" for captain license purposes. Unless I missed something, I did not see where it said you needed a captain's license to operate a boat for hire on the Chippewa "flowage". The federal area of the Chippewa river is I believe the first three miles up stream from the Mississippi river. If you want to guide on that three mile stretch, you'd better have a U.S.C.G. captain's license. If somebody knows of someone in the U.S. Coast Guard that says you need a captain's license to guide on the flowage, please post that individuals name and phone number here.

"The Coast Guard determines which bodies of water fall under federal jurisdiction" - Chapman's Piloting, 57th edition. In addition, I believe it would take an Act of Congress to add or take away from the list.
