| Wondering the surface temp lakes will begin to turnover at? |

Location: Green Bay, WI | Lots of variables in that equation, so I don't think you can make a generalization per se: Depth of lake, rate of water cooling, wind action, and even thickness/depth of vegetation can have an effect as I recall.
If you really want to know where things stand, you might get yourself a wired thermometer and just measure the temperature in 1-2 foot increments from the surface to the bottom. Tom Gelb gave a talk that I attended several years ago, and he named a model of thermometer that he uses...but I can't recall what it was. Maybe someone else does. Or maybe one of his talks is on YouTube and it's mentioned in there? Might be worth a little time researching it anyway.

EDIT: I found it in his book (which is excellent by the way--get it if you don't have it), and it's call the AquaCal ClineFinder.

Beat me to it! I was searching through the pages of his book, and found it while you posted...lol.
Pricey little things, aren't they?
