What should a guy use after he paints on wood to put a clear coat finish over the already painted bait? Trying to find a good sealer for a wooden lure.

Here's a few choices:

Envirotex Lite 2-part epoxy

Devcon 2-part clear (30 minute) epoxy

Fishermen's Lure-Coat from Dick Nite

Definitely use some sort of epoxy over wood as John mentioned. Wood expands and contracts quite a bit and you need something more flexible than an acrylic-based clear that will eventually crack and/or lift.
