I have a mercury 9.9 el, this motor does not come with centering straps like the pro kicker. What has anyone done to keep the motor from rotating freely when detached from the big motor?

Bunzie cord to keep it from flopping. Don't strap it down tight to one side with a ratchet strap, or you could break the motor mount on that side. Don't ask me how I remember this from 2002.

One friend used a Ram mount with a ball on the tiller handle, and another on the splash well to secure the plain 9.9 from moving around. Worked out well.
