In thick vegetation?  Just like any other topwater?  Over openwater?  Who knows.  
  
Just a steady, slow retrieve?

  Location: SE, WI. | Flaptails are retrieved at a slow to medium pace. You want the tail to kind of flip flop on the surface. Slap the surface at a staggered cadence. If tail is spinning like a buck tail, then the bracket is set too low in the water .  JD  |

  Location: Rhinelander, Wisconsin | Slow to medium, a steady paced retrieve. Rough water, even whitecaps is absolutely fine. So is calm water. |
