Posts: 335 Location: Minnesota | I just read through the proposed Environment and Natural resources Finance bill - ok I skimmed it. But on page 125 out of 126 pages - the language is in there to open Cass Lake to spearing and prohibiting the Commissioner to make any other rules on Cass regrading pike until at least 2016. An issue that even after 2 Governor's vetoes - still won't go away. | ||

Posts: 313 Location: Bemidji, Lake Vermilion | State Representative Rick Hansen sent out a legislative update today. To paraphrase he said there was a lot of backroom dealing this weekend that most legislators had no input on at all and that Republican Committee Chairs Rep. McNamara and Sen. Ingebritson and the various executive branch Commissioners and Governor's office worked out the Environmental Bill. While we want the shutdown to end, don't do it with backroom deals that are simply bad science and meritless. If this Cass Lake provision stays in it will be shameful. | ||

Posts: 256 | I got a voice mail from my legislator yesterday saying that the slot limit issue is being discussed as well. 115.18 Sec. 55. [97C.007] NORTHERN PIKE EXPERIMENTAL AND SPECIAL 115.19 MANAGEMENT WATERS. 115.20 The combined number of lakes designated for northern pike under sections 97C.001 115.21 and 97C.005 may not exceed 100 at one time. Until November 1, 2021, the designated 115.22 lakes must be selected from the lakes identified in rules adopted under sections 97C.001 115.23 and 97C.005 with northern pike slot limits effective on January 1, 2011. A designation 115.24 under this section must continue for at least ten years, at which time the commissioner shall 115.25 determine, based on scientific studies, whether the designation should be discontinued. 115.26 EFFECTIVE DATE. The Environment Finance bill (over 125 pages long and full of policy) was posted last night: http://www.house.leg.state.mn.us/ss2011/11-3661.htm We will be going into session later today. Here are some of the policy items included in the bill: NORTHERN PIKE DESIGNATION Sec. 55. The 125.12commissioner may use the good cause exemption under Minnesota Statutes, section 125.1314.388, to adopt rules under this section, and Minnesota Statutes, section 14.386, does not 125.14apply except as provided under Minnesota Statutes, section 14.388. Until July 1, 2016, the 125.15commissioner shall not adopt restrictions on spearing northern pike on Cass Lake under 125.16Minnesota Statutes, section 97C.001 or 97C.005. ZONE 3: Sec. 69. DEER HUNTING RULES. 125.18(a) If the commissioner of natural resources adopts a rule applicable for the Series 125.19300 deer permit areas that imposes an antler point restriction for taking antlered deer, 125.20other than that imposed under Minnesota Rules, part 6232.0200, subpart 6, the rule must 125.21expire after the 2012 deer hunting season. 125.22(b) The commissioner of natural resources may not reinstate an antler point 125.23restriction for the Series 300 deer permit areas, other than that imposed under Minnesota 125.24Rules, part 6232.0200, subpart 6, after the 2012 deer hunting season unless the legislature 125.25approves the antler point restriction. 125.26(c) The commissioner of natural resources shall amend Minnesota Rules, part 125.276232.1300, subpart 3, item B, to allow legal bucks to be taken in season option A for a 125.28nine-day period beginning the Saturday nearest November 6. The commissioner may use 125.29the good cause exemption under Minnesota Statutes, section 14.388, subdivision 1, clause 125.30(3), to adopt rules under this section, and Minnesota Statutes, section 14.386, does not 125.31apply except as provided in Minnesota Statutes, section 14.388. | Senator Carlson is bent on destroying Cass Lake. Funny he said that he wouldnt want to remove the spearing ban on Big Lake (thats where he lives). The lake is all the community has. Let face the facts people dont go to Cass Lake for the fun community activities. They go there for the fishing and when that is gone so will the tourism. | |||
