Try a hobby shop or maybe JoAnn Fabrics.

How small a bag, and how large is large glitter? I've got a bunch of glitters that I bought for making soft plastics, and they also work nice in clearcoats. I got mine at del-mart.com. Michael's has glitter in the kid's art supplies. Some of it will work for clearcoats, assuming that is what you need it for. Not sure if it will work for soft plastics though.
