I've got a few lures that have chipped paint, or just paint jobs that I would like to highlight...

Is it a bad idea to just spray paint some standard hardware store paint on them to touch them up ?????

I can't think of any reason not to...

I've done that with a few suicks and it held up decent.

Don't know how it would work on plastic...

Go for it. I carry a bunch of different colored sharpies with me on trips so I can fix/doctor up lures in the boat.

I use sharpies on bucktails, soft plastics, lead jigs, wood, you name it. Sometimes it doesn't stay on but a day, but so what.

I would rough them up with 220 grit sandpaper or 400 grit wet sandpaper, then lightly prime and paint. Try to find a spray on UV-protectant clear finish, just to protect the paint, not so much the lure. I found some Rustoleum a while back that works well.
