I understand that you can use cotter pins instead of placing screw-in eyes
when making or repairing lures.

What is the best way to go about this procedure?

I may be incorrect, but I would imagine that one would drill a hole in the lure
and tap in the cotter pin (first applying epoxy).

Would that be sufficent to hold leaders and treble hooks when fishing
for Muskies, etc.?? I have noticed that the S/S eye hooks that are available
do not have deep threads to really hold well.

Cotter pins should work as I believe that is what is used on Suicks.
Make sure the pin goes all the way through and bend the legs over. The epoxy is a good idea to keep moisture out of the lure.
I have used stainless screws and if you don't have the proper pilot hole you can twist off the shaft of the eye screw and then you have to start over again in another location.
