I had the exact same experience as fishguide during March, 3 years ago in Punta Cana. The charter was sponsored by the resort we stayed at and the boat (18-19 ft) just seemed too small and a little iffy for the sea. At least they had beer after we spent a few hours emptying our stomachs. I would definitely do some research.

Mike Wagner charters out of Punta cana, and Peurto Plata good Capt. I think Peter Roselle is still there, too. Not well known, and doesn't really "guide" but is a guy I've known for years. I'll call him see if he's still there and what he's up to. If he's around, I'll forward the info to you if you are still looking.
Other than those two, I don't really know anyone in the area. Not sure, either, what you'd run into this time of year. Might have a shot at the odd tarpon, but I'd think it mainly reds, jacks, and other inshore species.
