My boat tends to shimmy side to side on the road when I make small steering adjustments at highway speeds. Anyone had this experience or ideas on what could cause it?

This is normal if you have single axl trailer. mine does the same thing.

I assume you do...

Perhaps a bit more tongue weight will help. Also, check that the trailer is level. Then I would weigh the tongue and see if it approximately 10% of the total trailer weight, boat motor and gear included. If it is light, move the boat forward a bit, and try again.
