I have a feeling that the hair is going to weigh down the back end and make the walk-the-dog unable to achieve. The walk-the-dog happend when both the head and tail move, yours won't be able to move.
Ever notice when you are working a Weagle or Jackpot and you pick up a small piece of grass on it????? It stops working. I think that the same thing will happen in this case.
You might be better off adding front and rear props and make it a straight retrieve lure.

I think a big front turbo prop is going on this !!!
It works walking the dog but you really have to be on top of it,, I think your right a front prop and a burn and pause action will work good
