That sounds frustrating !
Although I have not had this problem, here is something you can try:
1, Buy 2 new caps.
2, Buy a small tube of Locktite Blue threadlocker. Auto parts stores & good hardware stores usually have it.
3, Using isopropyl alcohol, clean all oil residue from the areas where the caps fit into the bearing housings.
4, Put some of the Locktite Blue on the flanges of the caps.
5, TAP the caps into position. Use a piece of wood to cushion the cap from the hammer blows.
Are your bearings well lubed with (reasonably) fresh grease ? If they are not, and they are getting hot due to friction driving to/from the water, it may be that thermal expansion is expanding the bearing housing and the caps are just falling off.
Trying feeling the outside of bearing housings BEFORE LAUNCHING to see if they are hot to your touch. If you cannot leave your finger on them due to heat, your bearings need a re-lube job & maybe replacement.
