How do you guys rig suckers in the 5-8" range under a float? Is it one hook through the lips or a hook near the dorsal fin? Is there a quickset rig that small on the market?

Check out bigtoothfishing.com them have some rigs that will fit your needs. I use them with smaller suckers and the same setup. One treble through the skin behind the head and the other behind the dorsal.
